Really nice white gold His Ex (did we ever figure out the the white gold model). Super nice dial... blued hands... bullet lugs. Sporting what looks to be either the original bracelet or a perferct replacement.
White gold=black dial
Yellow gold=Butler (silver) dial
Rose gold= pink dial

Negative... I've seen this set up several times. Marks even got one in the same set up in the database.
I'm thinking there were huge variants for these. Hence the double letters.

So it's not: "more on the rare side as this is only the second model you have seen"? ;-)
There may have been huge variants for these, but I doubt it, just those we know of, as discussed here: http://www.mybulova.com/watches/1948-his-excellency-nn-2503
His Excellency, three ticks. I'd even go with "GG".
Very nice watch.
I bet we fine a white gold/white dial two letter variant for this HE one day. There are soo many His Excellency two letter variants from this period, Plains configuration may be one of them. I'll check examples in watch and ad database, and also look at the Bulova model price lists (the first couple years we have anyway) to see if there's more supporting evidence at least suggesting the white dial/white gold was offered as a variant at POS by Bulova.
Fifth's example is here, but he calls it a Butler Dial.http://www.mybulova.com/watches/1949-his-excellency-777
