Pretty slick looking " Excellency ". Looks like the dial may have been refinished. Are the hour markers gold print or applied gold leaf ? This would help greatly in finding out which variant it might be as there were quite a few in the " Excellency " model line up.
Hmmm, those lugs. I don't see those lugs on any HE from the late 40's of early 50's. The waves and the case date speak to it being His Excellency but those lugs are a problem for me. I'm going back to the ads but I didn't see anything on a quick run through.
What a great looking watch though - I really like the looks of all that black and gold together - classy!

beginning in 1946 +/- Bulova began to transition away from Dating their Movements by symbol to an alphnumeric method, to the best of My knowledge this transition was complete by 1950.
Movement stamped L1 (1951) matching the Case.
an interesting Watch as it has the characteristics of an 'AA' and if 'EXCELLENCY' were not printed on the Dial I'd swear it was.
The question in My mind is who printed Excellency on the Dial, Bulova or a refinsher?
